The money from which the settlement will be paid comes from $5 million in reserves that Destin Finance Director Bragg Farmer said has accumulated through unspent revenues and expenses since the city was incorporated in 1984.
Her friend Josh Dudgeon wasn't convinced.
"There were enough folks in the community opposed to this to do what we did," he said. "We needed to do a go big or go home kind of thing."

To Emily Matthews, who would have lived just down Airport Road from The Runway, the city made a sound investment.
The council at the time ultimately worked out a deal that allowed Stephenson to have a strip club, with all the trimmings and alcohol if he could find a location in an area of the city zoned for industrial use.

"This council probably did what they had to do. I'm not nearly as upset with them as I am with the people who OKed the settlement in 2010," he said. "That was a boneheaded decision."
By buying the settlement agreement, the Destin council freed itself from its obligations to Stephenson, and can rely in the future on its sexually oriented business ordinance, which prevents alcoholic beverages being served at strip clubs.
Like any opinion, Bill's isn't universally shared, and in Destin a healthy portion of the population, including church groups and an organization created specifically to fight a strip club's arrival, cheered the council move.

The saga began in 2009 when Stephenson moved to turn the bar where the Rotten Apple is now then called the Oasis into a topless joint.
